Code of Conduct for the Ethical Recruitment of International StudentsΒ 

International students bring diverse perspectives and experience to ΒιΆΉΝψ’s campuses, enriching the learning environment and our communities. A healthy international student population enhances ΒιΆΉΝψ’s academic reputation, furthers internationalization goals, generates important tuition revenue and contributes to Nova Scotia’s economy and culture.

As part of ΒιΆΉΝψ’s international recruitment plans, the university engages trusted education agents to help attract diverse cohorts of international students. This Code of Conduct describes the required professional behaviour of third-party agents when working with international students, parents, providers, and fellow agents across the sector. Specifically, this Code of Conduct:

  • Confirms ΒιΆΉΝψ’s commitment to ethical student recruitment practices;
  • Defines the ethical responsibilities and professional standards required of agents representing ΒιΆΉΝψ; and
  • Aims to ensure integrity, fairness, and respect in all interactions with prospective students.

  1. Application: This Code of Conduct applies to third party individuals and organizations who engage in student recruitment activities on ΒιΆΉΝψ’s behalf (β€œAgents”).
  2. Authority: This Policy falls under the authority of the Vice-President, Office of Strategic Engagement.
  3. Administration: The Office of Student Recruitment and Marketing is the unit responsible for the administration of this Code of Conduct, including relationship management, monitoring, reporting, and records management.

1. Ethical principles
  • Integrity
    • Honesty: Provide truthful and accurate information about ΒιΆΉΝψ, including programs, admissions processes, and associated costs.Β 
    • Transparency: Act transparently in all business dealings and advisory services, including avoiding any potential conflicts of interest and misrepresentation.Β 
  • Professionalism
    • Knowledge: Maintain a comprehensive understanding of ΒιΆΉΝψ’s programs, policies, and the Canadian educational landscape.
    • Respect: Treat all prospective students, their families, and university staff with dignity and courtesy.
    • Loyalty: Act in the best interests of both students and ΒιΆΉΝψ.
  • Fairness
    • Equity: Ensure equitable treatment of all applicants, regardless of their background, nationality, or financial status.
    • Non-Discrimination: Refrain from discriminatory practices and promote diversity and inclusion in recruitment efforts.
  • Confidentiality
    • Privacy Protection: Safeguard the personal information of students and applicants, complying with relevant privacy laws and university policies.
    • Confidentiality must be maintained regarding all student interactions and related data. e. Compliance i. Contractual compliance: Abide by the terms and conditions of the ΒιΆΉΝψ Agency Agreement.
    • Regulatory compliance: Follow local, provincial and federal laws related to the recruitment of international students (including but not limited to, providing immigration advice only through a Registered Canadian Immigration Consultant or Canadian practising lawyer.)
    • Policy Compliance: Abide by ΒιΆΉΝψ’s policies and procedures regarding admissions and student recruitment.
2. Responsibilities of agents
  • Accurate Representation
    • Clear Communication: Provide comprehensive and honest descriptions of ΒιΆΉΝψ’s academic programs, fees, campus resources, student life, cost of living,
    • Realistic Expectations: Communicate the realistic outcomes of studying at ΒιΆΉΝψ, including potential career paths, job market conditions, professional licensure requirements, if any, etc.
  • Transparency
    • Disclosure: Disclosure of any agent fees, commissions, use of subagents, or potential conflicts of interest to prospective students and ΒιΆΉΝψ is required.
  • Effective CommunicationΒ 
    • Timely Responses: Ensure prompt communication with prospective students and their families, addressing inquiries and concerns effectively.
    • Feedback Mechanism: Encourage prospective students to share their experiences and provide feedback, reporting any issues to ΒιΆΉΝψ.
  • Training and Development
    • Ongoing Education: Participate in training and professional development opportunities provided by ΒιΆΉΝψ and relevant professional bodies to stay informed about best practice in international recruitment.
    • Skill Enhancement: Actively seek opportunities to enhance recruitment skills and knowledge of the education sector.
3. Commitment to ethical recruitment
  • Building TrustΒ 
    • Positive Environment: Foster an environment of trust and respect between prospective students and the university.Β 
    • Community Engagement: Engage with local communities to promote ΒιΆΉΝψ, its programs and its values.Β 
  • Supporting Student Success
    • Holistic Support: Assist prospective students in understanding the full scope of their educational journey, including support services available at ΒιΆΉΝψ.
    • Continuous Improvement: Encourage student feedback to improve recruitment practices and address any concerns.
    • Identifying barriers to applicant success: Subject always to D.1.e.ii., assess applicant’s likelihood of success in the study permit application process (e.g. language ability, financial capacity, etc.).Β 
4. Monitoring and accountability
  • Compliance Monitoring
    • Regular Reviews: Agents will undergo periodic evaluations to ensure adherence to this Code of Conduct.
    • Feedback: Feedback from students and university staff will inform agent performance assessments. Agents are also expected to provide feedback and suggestions to ΒιΆΉΝψ about how it can improve its support of agents and future students
  • Consequences of Violations
    • Disciplinary Actions: Violations of this Code of Conduct may result in disciplinary measures, within ΒιΆΉΝψ’s sole discretion, up to and including the immediate termination of the agency agreement.
